**Mira-Bhayandar: Enemy Properties Issue Back in Spotlight**

The contentious issue of enemy properties in Mira-Bhayandar’s twin-city region has resurfaced following serious allegations made by Shiv Sena (UBT) legislator Ambadas Danve during the ongoing legislative council session. Danve presented a Pakistani bond, based on which titles were included in the 7/12 extracts (record of rights) of a land parcel located in Mira Road, previously tagged as enemy property.

Demanding a thorough investigation and action against those involved in the scam, Danve alleged that a local developer, identified as Raju Shah — who had exposed the issue — has been receiving threatening calls and voice messages via WhatsApp from a mobile number based in Karachi, Pakistan. Shah, who has lodged complaints against four developers accused of land grabbing in revenue villages including Kashi and Ghodbunder, has formally complained to DCP (Zone I) Prakash Gaikwad following these threats.

### Background and Government Actions

The Mira Bhayandar Municipal Corporation (MBMC) had, back in 2022, sought directives from the state government’s Urban Development Department (UDD) to take further action against enemy properties within its jurisdiction. Large land parcels, spanning over 30 survey numbers across revenue villages like Ghodbunder, Mahajanwadi, and Kashi, remain under scrutiny for being classified as enemy properties.

In December 2021, central government authorities instructed the Thane district collector to ensure that no sale or conveyance deeds were registered for such holdings. The civic administration was also directed to withhold permissions and issue stop work notices on enemy-tagged lands. Subsequently, the town planning wing launched an intensified survey in January 2022 targeting enemy properties in the revenue villages of Kashimira.

After verifying permissions granted on the concerned survey numbers, the town planning wing reported seven properties where plans had been approved and permissions granted prior to the central government’s directive. “Granting nods for new proposals or those in the pipeline involving enemy properties has been completely stopped,” confirmed town planning officer P.M. Shinde.

### What Are Enemy Properties?

Enemy properties refer to land parcels registered in the names of individuals who migrated to Pakistan decades ago. After these individuals accepted Pakistani citizenship and India declared Pakistan an enemy state in 1965, these properties were officially designated as enemy properties.

### Interest from Major Developers

Notably, some major players in the construction industry have shown interest in developing multi-crore projects on parts of these enemy land parcels, raising concerns over potential illegal transactions.

### Legal Framework

Matters concerning enemy properties are governed under the Enemy Property Act, 1968, and the Enemy Property Rules, 2015. The Act strictly prohibits the transfer of enemy properties to any party.

As the controversy unfolds, calls for transparent investigations and strict enforcement of existing laws have intensified to prevent unauthorized possession and development of these sensitive land holdings.
