WASHINGTON, United States — President Donald Trump on Friday signed a proclamation introducing a $100,000 annual visa fee for highly skilled foreign workers. In addition, he unveiled a $1 million “gold card” visa, offering a pathway to US citizenship for wealthy individuals.

These moves, however, face near-certain legal challenges amid widespread criticism that the president is sidestepping established immigration processes.
